The Permanency Enhancement Project (PEP) is a partnership of the Illinois Department of Children and Family Services (DCFS), the African American Advisory Council, the African American Commission on Families and the Center for the Adoption Studies at Illinois State University.

The overall goals of the project are to:

• Improve permanency outcomes for all children in foster care
• Reduce the number of African American children in foster care
• Examine the child welfare and permanency outcomes for youth
• Explore community based solutions to improve permanency among DCFS involved youth
